At least two police officers and a paramedic were shot and killed while responding to a domestic call this morning.

Law enforcement officials rushed to the scene following "an incident with weapons" at the 12000 block of East 130th Street in Burnsville, Dakota County, Minnesota, this morning. Fire trucks, ambulances, police and SWAT vehicles were seen at the scene.

It has been officially confirmed tonight that three police officers were shot and two of them died. A paramedic was also killed while responding to the incident. A witness said officers started gathering at around 5.30am this morning, adding that shots were fired. The same person said a shelter-in-place order was sent to residents' phones.

Police officers Paul Elmstrand and Matthew Ruge, both 27, and firefighter/paramedic Adam Finseth, 40, have been named as the fallen heroes killed while responding to a domestic call this morning. An armed man was reportedly barricaded inside the home with family members and up to seven children before shooting from a second storey window.

Mr Elmstrand joined the Burnsville Police Department in 2017 as a community service officer and was promoted to officer in 2019. He was a member of the mobile command staff, peer team, Honor Guard and field training unit.

Mr Ruge became part of the force in 2020. He was a member of the crisis negotiations team and was a physical evidence officer.

Mr Finseth had been serving as a firefighter and paramedic in the city since 2019.

Karen Sculling of Fox9 tweeted: "Just interviewed a neighbour who lives close to the situation in Burnsville. Said he watched police approach the house in formation, when the barricaded man fired with what he says was a high powered rifle from a second storey window at police. Said it was incredibly loud. Said family lived there with five kids ranging in age from about 8 to teenage yrs. He/neighbours grabbed their guns bc they didn’t know what was happening. Told to shelter but were concerned someone was running around the neighbourhood shooting. He’s devastated to see outcome."

The Minnesota Department of Public Safety Bureau of Criminal Apprehension said tonight: "Our Force Investigations Unit is investigating an incident in Burnsville. A man who shot and killed two officers and a paramedic has also died. More details to come once our preliminary investigation is complete."

Governor Tim Walz said police were "responding to a call of a family in danger."

An image shared by CBS News affiliate WCCO shows a SWAT vehicle with at least six bullet holes in the windshield. It has been claimed that the incident stemmed from a stand-off and hostage situation with seven children inside a home that began at 2.30am.

It is understood all hostages were released safely and that the suspect was found inside the property with a self-inflicted wound, from which he died. The condition of the third police officer is currently not known.

According to CBS News, a source said the paramedic who was killed was providing aid to one of the officers. Police and first responders from multiple cities gathered at Hennepin Healthcare in downtown Minneapolis to show their support. Injured officers after often taken to the facility due to its status as a level-one trauma centre.

Amy Klobuchar, US senator for Minnesota, said three officers were shot. She wrote on X, formerly called Twitter: "Learned from police this morning that three officers have been shot in Burnsville. They were doing their jobs. They were protecting our community. John and I are praying for them and their families and the Burnsville P.D. this morning."

Minnesota Governor Tim Walz said a firefighter was among the deceased. He wrote on X: "Horrific news from Burnsville. While responding to a call of a family in danger, two police officers and one firefighter lost their lives, and other officers were injured.

"We must never take for granted the bravery and sacrifices our police officers and first responders make every day. My heart is with their families today and the entire State of Minnesota stands with Burnsville."

Rep. Jim Nash, who has been serving in the Minnesota House of Representatives since 2015, shared the news on X and wrote: "My heart is heavy for the families of these officers, the community of Burnsville, and for our country because this headline is not unique."

Pete Stauber, who serves as the US representative for Minnesota's 8th congressional district, added: "Devastating news coming out of Burnsville this morning. My prayers are with the fallen officers and paramedic, their families, and the entire Burnsville community. This is a terribly sad reminder of the grave danger posed to our brave law enforcement officers."

Minneapolis police chief Brian O'Hara wrote on X: "Please keep Burnsville Police Dept in your prayers this morning." The Olmsted County Sheriff's Office added: "Our thoughts and prayers are with the families of the officers shot and the entire Burnsville Police Department."

The Washington County Sheriff's Office added: "We are deeply saddened to hear of the loss of our partners in Burnsville today. There are no words." The Edina Police Department wrote on X: "Please keep the Burnsville community in your thoughts and prayers this morning."

Brian Peters, executive director of the Minnesota Police and Peace Officers Association, said the law enforcement community was "heartbroken." He said in a statement: "We're just devastated at the horrific loss. These heroes leave behind loved ones and a community who will forever remember their bravery and dedication to keeping Minnesotans safe."

In January, three people died after a gunman went on a rampage and opened fire at the Minnesota Super 8 motel. Cops in rural Minnesota issued a shelter-in-place order for the community after three people, including the suspect, were found dead.

Officers were called to the motel after a worker said it looked like their colleague had been attacked, according to the Cloquet Police Department. Residents were ordered to stay away from windows and put their electronics on silence following the shelter-in-place demand from cops.

A 22-year-old hotel staffer died at a hospital after she was shot and a 35-year-old man was also found dead in a car after being shot. The shooter, a 32-year-old man, was found dead next to a gun.
