A heartbroken dad whose baby was left to die in a sweltering hot car said he is still haunted by the tragedy.

Two-year-old Darcey-Helen and Chloe-Ann Conley, 18 months, were left in their car seats for nine hours as temperatures soared above 60C inside the vehicle.

Their mum Kerri-Ann Conley said she left the tots parked up outside their Brisbane home because she didn't want to wake them while she went indoors to sleep.

But she returned to find them unresponsive and a desperate panic ensued, with both girls unable to be saved.

Darcey-Helen's dad Peter Jackson said his daughter's death has made every day a "living nightmare" after that fateful day in November 2019.

He recalled receiving a frantic phone call from Conley, who he no longer lived with at the time, and trying to resuscitate his little girl on the bathroom floor.

Both Darcey-Helen and baby Chloe-Ann were unable to be revived.

"I relive that bathroom every night and every day," Mr Jackson said in an interview with ABC.

"It's not just me that this has affected. It's the whole family. We've basically had to learn how to live again.

"You feel like you're being suffocated. You just want to lay in bed, pull the doona over your head, and be done with the day."

Mr Jackson told Conley to call an ambulance after receiving her call and rushed to the house to find the children on the bathroom floor, with their mum standing in the bath tub with running water.

He performed CPR on Darcey-Helen while Conley tried to resuscitate her baby.

A shocking report revealed last month that she had a long history of drug abuse and neglect, and was known to the Department of Child Safety.

The mum is said to have told them she wanted to swap her unborn baby Chloe-Ann for an iPhone 7 in June 2018.

She also told child services that she used methamphetamine and refused drug tests, according to the report.

Further documents claim that Darcey-Helen was seen with a bong in her mouth in November 2019, just weeks before her death.

The following week, police were told she was using and dealing crystal meth from her home with the children locked in another room.

Despite the long list of abuse and neglect, child services still maintained that Conley was a "willing and able" parent.

Ten days after the judgement was made, her children were dead.

Mr Jackson is now taking legal action against the Queensland child safety department, believing the girls would still be alive today if it were not for their failures.

He is also seeking damages for personal injuries that stem from their deaths including severe post-traumatic stress disorder, nervous shock and severe anxiety.

This comes from a notice of claim filed with the Supreme Court last year.
