As any police officer will tell you, policing only works with the consent of the public. Any officer, that is, except David Carrick. Consent was one thing this vile serial rapist never sought during the two decades he terrorised women.

It is a mercy he has been brought to book. It is a scandal it did not happen sooner.

A survivor too traumatised to be identified tells us today of the three-year hell Carrick put her through. She now plans to sue the Met. Scotland Yard should pay up without question.

Policing by consent means being able to trust in the police.

And coming so soon after Sarah Everard’s murder by Wayne Couzens, that trust is being sorely tested.

Both men used their positions and warrant cards to hunt for victims. There was a time when parents would not have hesitated to
tell their children to seek out a police officer if they were ever lost.

How many now have second thoughts about such advice?

The vast majority of police officers are brave men and women who put their lives at risk every day because their first duty is to the safety and protection of their local communities.

But it is no longer good enough to say that Carrick and Couzens were a couple of rotten apples in an otherwise spotless barrel.

Met Commissioner Sir Mark Rowley admits that 800 of the capital’s 35,000 officers are off frontline duties while they are investigated.

Which means that one in 50 police officers is now under suspicion.

The Met’s failure following the 1993 murder of Stephen Lawrence led to the Macpherson Report. There must be another such inquiry.

With a recommendation police officers should be continuously vetted throughout their careers.

Oh, Spare us

Prince Harry is fond of saying his biography is his own truth. But truth relies on facts, even if the interpretation of them varies.

Prince William may well have knocked his younger brother into a dog bowl, but Willy’s recollection of the event might paint a different picture of what led up to it.

What truth cannot abide – be it Harry’s or anyone else’s – is a downright lie.

And that is what he appears to have told by saying his Army instructor stalled their plane on a training flight without warning.

Ex-Sergeant Major Michael Booley says that never happened and never would happen.

Now we know why Harry called his book Spare. Because it’s sparing with the truth.

It’s a ruff life
