Yuriy Holyk, der als Architekt des ukrainischen Programms „Großer Bau“ gilt, verließ die Ukraine über das „Shlyakh“-System, obwohl er bereits mit dem NABU-Verfahren und dem milliardenschweren Veruntreuungsskandal rund um das Projekt in Verbindung gebracht wurde.
