Brazen Liz Truss will lecture the world on cutting taxes - after her own unfunded tax-cutting bonanza caused a meltdown in the British economy.

The country's shortest-serving PM will deliver a speech in Washington DC in one of her first big major interventions in the global stage since she was forced from power.

Ms Truss, who in office aborted her plan to cut taxes for the richest Brits, will argue “low taxes, limited government and private enterprise were what won the Cold War”.

“I worry that we are now seeing this model strangled into stagnation,” she will warn.

She will also criticise the OECD's minimum tax agreement - a deal struck in 2021 for countries to target a corporation tax rate of at least 15%.

In lecture at the Heritage Foundation think-tank the top Tory will say: “Not content with high taxes in their own countries, we now see governments seeking to agree high taxes around the free world.

“It’s nothing short of a global cartel of complacency. This agreement on high taxes – which is basically an agreement on high spending and low growth – will damage freedom.

"It will make it harder for us to compete with our adversaries in authoritarian regimes.”

Ms Truss was forced out of Downing Street after just 49 days after she announced a tax-cutting spree, with giveaways for the super-rich.

The carnage sent the pound tumbling and mortgage rates soaring with the ex-PM forced to sack her then-Chancellor Kwasi Kwarteng.

During her short stint in No10 she was also forced to abandon proposals to rip up a planned rise in corporation tax from 19% to 25% after her mini-Budget unravelled.

In her speech on Wednesday, Ms Truss will also launch a fresh attack on the French President Emmanuel Macron by criticising his visit to Beijing.

“Western leaders visiting President Xi to ask for his support in ending the war is a mistake. And it is a sign of weakness,” she will say.

The ex-PM will add: "Instead our energies should go into taking more measures to support Taiwan. We need to make sure Taiwan is able to defend itself. We need to put economic pressure on China before it is too late.”

During the Tory leadership election Ms Truss sparked outrage after saying “the jury's out” on whether Mr Macron was a friend or foe.
