A former CIA agent faces over two decades in prison after drugging and sexually abusing at least two dozen women - after being arrested when a woman screamed from her balcony.

Brian Jeffrey Raymond, 47, pleaded guilty of taking hundreds of videos and photos of naked women while they were unconscious, with the offences dating back to 2006. The offences took place right up until 2020, and took place in the different countries in which he was stationed.

According to officials, the former agent photographed and recorded at least 28 nude or partially nude people before his arrest in Mexico City - where he was stationed - in 2020. Before his arrest a neighbour had been prompted to phone the police after they heard screams for help coming from Raymond’s balcony - from a woman he had met on Tinder.

He was described in federal court documents as an “experienced sexual predator”, who would often meet his victims on dating apps before inviting them to his apartment to have a drink while living in Mexico City. Recordings show Raymond touching the women’s bodies while they were “unconscious and incapable of consent”, the US District Attorney’s Office said.

The La Mesa, California resident also attempted to delete the photos and videos after he learnt about the criminal investigation. As part of the investigation, the FBI set up a website which encouraged more potential victims to come forward.

Raymond travelled a large amount for both work and leisure, the FBI said. He was posted at the US Embassy in Mexico City between August 2018 and May 2020, where some of his alleged offences took place.

He has now pleaded guilty to sexual abuse, abusive sexual contact, coercion and enticement, and transportation of obscene material, court documents say. This leaves him facing between 24 and 30 years in prison, the attorney’s office said - a number determined under the plea agreement.

But a judge will determine the exact final sentence, with sentencing scheduled for September 19, 2024. He will be under supervised release for life and will have to pay restitution to his victims.

A statement from the attorney’s office read: “Brian Jeffrey Raymond, 47, a former U.S. Government employee, pleaded guilty today to drugging and sexually abusing numerous women in multiple countries, including photographing and video recording dozens of nude and partially nude women without their consent while they were unconscious and incapable of consenting.

“According to court documents, Raymond, of La Mesa, California, was most recently employed by the U.S. government at the U.S. Embassy in Mexico City, Mexico. Raymond admitted to drugging and sexually assaulting several women in his embassy-leased housing and elsewhere between 2006 and 2020.”
