An MP has launched a bid for lifesaving defibrillators to be placed in every new housing development.

Introducing his Bill to the Commons, Tory backbencher Stephen Metcalfe said it would be a "vital step in our endeavour to increase arrest survival rates".

The Automated External Defibrillators (Housing Developments) Bill would require the devices in all new housing developments with 10 houses or more. It would also force housing developers to provide funding for maintenance for up to 10 years after the defibrillator is installed.

Mr Metclafe said: "While I acknowledge the very positive steps that have been taken to provide defibrillators in every school, and on our high streets...this Bill specifically targets one area which is yet to be addressed - private residential homes. As such, it is crucial to note that most out-of-hospital cardiac arrests in fact occur in private residential homes.

He added: "In the UK, according to the Resuscitation Council, more than 70% of out-of-hospital cardiac arrests occur in the home. However, when I looked at the defib finder online for my constituency and others, it was apparent that defibrillators are predominantly installed in non-residential areas. This is a problem."

The Private Member's Bill is due for a second reading in the Commons in November but is unlikely to progress unless the Government provides parliamentary time.

The Mirror is campaigning to have the lifesaving devices installed in all public places. In July it was announced all state schools in England will be given access to defibrillators as the Government earmarked £19million of funding. Secondary schools are also teaching lifesaving methods such as CPR and the purpose of defibrillators to children.
