There are two reasons why the Mafia have never been thoroughly winkled out of the hills of Sicily: fear, and an impressive work ethic.

Because no-one slaves as hard as someone who'll be kneecapped for slacking. No-one checks value for money like an accountant who might end up as a municipal foundation. And no-one rises to the top who hasn't demonstrated extreme political aptitude, and/or knife skills.

In Britain, crime families tend to stay out of politics, for the simple reason it's beneath their skill-set. There are too many comfortable seats, too much scrutiny, and the worst that can happen is a ticking-off from the National Audit Office. And what rises to the top is what you'd expect - scum.
