There is a massive problem with politicians making promises.
Not that they might fail to fulfil them - they just alter the statistics, stretch the definitions, or in the case of new hospitals bend the fabric of space-time to pretend that all promises were 100% completed.
No, the problem is making a promise which you could easily deliver if you were on the other team, but which the politics of your own team is going to make impossible.
In this case, Rishi Sunak has a clear, cheap, obvious and practical way to meet his five priorities for government, and his own party is of the belief that it must on no account be done.
