New CCTV footage shows a police van following two people on an e-bike before a fatal crash which sparked a mass riot in Cardiff.

Kyrees Sullivan, 16, and Harvey Evans, 15, were killed near their homes on an estate in the Ely area of the Welsh capital on Monday, leading to hours of unrest.

Police and crime commissioner for South Wales, Alun Michael, had initially dismissed claims police had been chasing the boys.

While the force reiterated officers had only arrived at the scene in response to the crash.

However, they backtracked last night when initial video emerged of a force van seemingly following the boys while they rode an electric scooter just minutes before the accident.

Chief Superintendent Martyn Stone said officers had trailed them but insisted there were no police vehicles on the street when the crash took place.

Today, further footage, again just half a mile from the crash spot has emerged.

It comes after the Independent Office for Policing Conduct (IOPC) announced this morning it would be launching its own investigation.

The new footage similarly shows a police van following the bike, reportedly filmed on Frank Road, close to where they crashed on Snowden Road around 6pm.

Friends took to social media to confirm the original footage appeared to show the pair riding a £4,000 Sur-Ron e-bike without helmets.

The new video is taken from two separate home security camera systems and shows the alleged pursuit from a slightly different angle.

John Silver, 19, yesterday told the Daily Mail the police have had issues with e-bikes in the area.

He alleged: "They are legal but the police don't like the boys on them. One officer in particular would try to run them off the road whenever he saw them.

"The police say they weren't chasing the boys but if that officer was in the area they would want to keep away from him."

Harvey's godmother, Bridy Bool, insisted the boys had done nothing to spark a police "chase", adding: "They were bare-faced innocent children."

She said: "We know the boys have been chased, there are videos of it.

"They don't know how the incident happened, they know he was chased by police but that's all they know.

"There were enough witnesses that the police were involved and there's videos of it going around.

"The boys were bare-faced, they wasn't balaclava'd up. They just left their mums' houses, they had just had their tea."

Kyrees' uncle told The Times: "My nephew and his best mate are dead because they chased him on a little electric motorbike."

Another resident branded officers liars, telling The Sun: "That's what the police are like around here anyway.

"They will bully, chase and do whatever they can to all the little kids around here. It's disgusting."

A friend of the boys added: "I was a good friend of both boys and have watched them almost get run over 1,000 times, eventually you get hit, and unfortunately this was the outcome."
