A mum who caught a man performing a sex act outside her window in broad daylight shared a wild-eyed photo of the creep to warn others.

Scott Bailey, 44, was released from Croydon Crown Court, proceedings heard, on Monday, January 5, 2023, after spending near the equivalent of a two-year sentence on remand. The court had been told Bailey was spotted by a neighbour on January 8, 2023. He was identified from doorbell footage and then arrested a month later on February 22. The self-styled 'perv' was charged with outraging public decency and was remanded ahead of his first hearing.

When he denied the offence, a trial was set and he was released on bail on March 16. Two days after his release, he struck again by performing a sex act outside a naked woman's ground-floor bedroom window in Sutton at 2am on March 18. When she went to the door, she saw Bailey exposing himself.

Two days later he struck again, flashing two victims within a three-hour window. The first was a jogger who saw Bailey with his tracksuit bottoms down and his penis exposed on St James Road in Sutton at around 6.10am on March 20. Bailey stared at her and called out to her, but she couldn't hear him through her headphones.

In the wake of the crimes, a victim has shared photos of Bailey caught in the act 'for the safety of women and girls' as the creep's appearance had significantly deteriorated. She told MyLondon: “You can see he has changed dramatically, a reason for sharing these photos is to make all women and girls of all ages aware of what he looks like now. Okay, he has mental health issues, but I feel women and girls should feel safe regardless of where they go, especially in their own home.

"The incident happened nearly a year ago but I still worry in my own home about keeping windows and curtains open. I also have two young daughters who also witnessed this.”

Bailey was arrested for the second time on March 23 and was remanded into custody. He pleaded guilty to one count of outraging public decency and three counts of exposure. Defence counsel Joseph Sinclair explained his client had a history of paranoid schizophrenia and psychosis, and had only been released from a mental health sectioning in December 2022.

Judge Peter Gower KC considered the punitive element of any sentence had already been served by the time spent on remand, which was equivalent to around a 22-month sentence. Imposing a two-year community order, the judge said: “What I want to do is protect women from being on the receiving end of your filthy behaviour.

“All the women you exposed yourself to, in one way or another, have been traumatised, their lives affected, they are frightened to go out of their houses, and the jogger you exposed yourself to has stopped running. Why should women not run around the park or neighbourhood they live in?”
