EA Sports has confirmed Trophy Titans will be the next the next FIFA 23 Ultimate Team promo, but it looks like only FUT Heroes and Icons will feature.
A brand-new promo in Ultimate Team, Trophy Titans will replace the FUT Birthday event currently in FIFA 23, with the fan-favourite promo consisting of two squads and a themed Swaps event. As we enter April, the FUT community is preparing for the highly-anticipated TOTS event, but it's been confirmed by EA Sports that Trophy Titans will be the next promo in FUT 23.
And, according to leaks ahead of the official release, no regular promo player items will feature in the promo, with only FUT Heroes and FUT Icons set to be included. This is pretty exciting, though with the current chances of packing a Hero or Icon item in FUT Packs, Trophy Titans may prove difficult to obtain when they are released.

The FIFA 23 Trophy Titans event will begin on Friday, April 7 at 6pm GMT/ 1pm ET/ 10am PTk, as confirmed by a FUT loading screen. The FUT Birthday promo is currently available in Ultimate Team, but it's set to end in a few days' time, along with the release of FUT Birthday Swaps tokens.

Reliable leaker @FutSheriff has reported that the Trophy Titans promo will only consist of FUT Heroes and Icons, making it one of the biggest promos in FUT history. The name suggests that players who have won trophies in their career will feature, and according to the players leaked so far, it seems true.
The leaker also suggests that some of the Heroes and Icons included will have two versions, one higher-rated than the other. It's still not confirmed whether these players will be released as SBCs or in FUT Packs, but if we had to guess, we'd go with the latter.
